One time at work I had to conduct training for welders, we did reduce defect after that. One thing that I've found useful when conduct training is giving more visual example on the actual problem and tell stories because people love story and the get more focus after it.

It’s"It's better to focus on fostering a culture of quality among all employees, including medium and higher management. This should be the first step before implementing the other mentioned steps.this will prepare the project workforce to accept the quality idea and methodology which will play a huge role in reducing the resistance.
